Can Vehicle Ramming Attacks Be Stopped in Public Venues?

Tuesday, Nov. 18, 1:00–1:45 p.m.

The challenge is to provide a consistent, reliable and graceful boundary of public spaces and yet still be flexible to the evolving security needs of the legitimate users. This session will examine the standards for public spaces in order to restore our public confidence that we can safely and securely enjoy the public domain and reduce the opportunities for crime and acts of terror.

“Vehicle ramming incidents today are not anomalies, but rather a persistent and evolving threat to urban built environments. The attack method is surprisingly simple. A motivated person can turn a rental truck, delivery van or high-performance electric car into a deadly kinetic weapon without any special preparation or training. This dynamic presentation will discuss the standards for protecting public spaces, in order to restore our public confidence that we can safely and securely enjoy the public and private built environment and reduce the opportunities for crime and acts of terror. Recent attacks have highlighted the need for a security and CPTED risk threat analysis to determine the level of risk and the most appropriate means of mitigation. Examples and case studies will present the challenges and expenses of bollards, barriers, ha-ha walls, arroyos, tiger traps and other means of stopping vehicles with bad intentions.”

Risk Intelligence Is Driving Security Strategy With Proven ROI

Wednesday, Nov. 19, 10:30–11:15 a.m.

Attendees will get actionable information about the vital role of risk intelligence in designing effective perimeter security solutions, with a special focus on how risk metrics drive decision making, collaboration with technology partners and the demonstration of measurable business outcomes. Expert speakers bring extensive experience in deploying advanced perimeter protection strategies and aligning security investments with organizational goals.

“As economic uncertainty persists, the demand for reliable data to inform spending decisions is increasing. Only projects with a measurable return on investment are getting green-lighted. Enterprise buyers and system integrators are relying on risk intelligence to build real-world business models using actual crime data within a site’s geo-location, measuring actual ROI by stopping crime, reducing vandalism and intrusion and ensuring business resilience. This panel shares case studies and details on how FedEx, ACERTUS and other major companies are using AMAROK IQ to forecast the cost/benefit of perimeter security investments to gain budget approval.”

  • Spencer Krupp, senior manager, global security and resilience, ACERTUS
  • Mark Landry, senior director, security intelligence, AMAROK

A Practical Approach to Vehicle Ramming Threat Assessment and Perimeter Protection Design

Thursday, Nov. 20, 11:15 a.m.–12:00 p.m.

The growing threat of vehicle ramming attacks and vehicle-borne improvised explosive devices has exposed critical vulnerabilities in both public and private sector facilities. High-profile incidents in the U.S. and abroad have demonstrated the devastating impact of these threats on people, infrastructure and operations. Despite increased awareness, many organizations continue to rely on fragmented or outdated perimeter security strategies that fail to account for evolving risks, site-specific vulnerabilities and operational constraints. This session presents a comprehensive, multidisciplinary framework for assessing vehicle ramming threats and designing effective perimeter protection systems.

“Our session will focus on identifying and reducing the gaps in protective design for perimeters and events. When reviewing a protective design scheme, we often find gaps that become vulnerabilities. Our session will take a holistic approach to identifying common gaps and reducing the opportunity for attack while improving the user experience. Not all buildings or events need to look like a fortress, and the fortress-based design only increases fear and anxiety. We will discuss vehicle dynamic assessments [and] provide the audience with ‘gaps in the wild’ and ways in which to improve the safety and security of all.”
