How the FY22 Appropriations Bill Impacts Security Companies

President Biden has signed an appropriations bill funding several government agencies, including the U.S. Department of Commerce, Department of Defense, Department of Homeland Security and Department of Justice.

Security Industry Association (SIA) members who actively participate in or are considering participation in the federal marketplace should pay close attention to funding amounts since it could impact future procurement opportunities. The funds are available until the end of the fiscal year denoted in each section.

U.S. Department of Commerce

National Institute of Standards and Technology (NIST)

NIST Scientific and Technical Research and Services programs are allocated $850 million in fiscal year (FY) 2022.

  • For NIST’s artificial intelligence activities, $31 million is for allocated research and measurement science efforts. Within the funding provided, NIST can use eligible funds to expand the Facial Recognition Vendor Test.

U.S. Department of Defense

U.S. Army

  • Physical security equipment procurement (OPA3) – $91,930,000, including a $5 million program-level increase for “biometric fast lanes”
  • Biometric enabling capability procurement – $914,000
  • Biometric tactical collection devices – $11,097,000
  • Family of biometrics research, development, testing and evaluation – $1,178,000
  • Biometric-enabled intelligence research, development, testing and evaluation – $2,066,000
  • Biometrics enabling capability research, development, testing and evaluation – $4,326,000

U.S. Navy

  • Physical security equipment procurement – $107,471,000

U.S. Navy – Marine Corps

  • Physical security equipment procurement – $87,120,000

U.S. Department of Homeland Security

Customs and Border Patrol

Procurement, construction and improvements (PCI) – $572,083,000 total. Within that amount:

  • $276 million for the acquisition and deployment of “border security technologies”
  • $93,425,000 for facility construction and improvements

Transportation Security Administration

  • PCI: $160,736,000 available until FY 2024
  • Research and development (R&D): $35,532,000 available until FY 2023

U.S. Coast Guard

  • PCI: $2 billion available until FY 2026
  • R&D: $7.46 million available until FY 2024

Federal Emergency Management Agency (FEMA)

FEMA grants $3.6 billion until FY 2022; figures below indicate which relevant-to-SIA-members grant programs compose the $3.6 billion figure:

  • $645 million for the state Homeland Security Grant Program
    • $125 million of which is allocated to the Nonprofit Security Grant Program
  • $740 million for the Urban Area Security Initiative
    • $125 million of which is allocated to the Nonprofit Security Grant Program
  • $100 million for the Port Security Grant program
  • $105 million for the Public Transportation Security Assistance, Railroad Security Assistance and Over-the-Road Bus Security Assistance Grant Program

U.S. Department of Justice

STOP School Violence Act

The Bureau of Justice Assistance will receive $82 million for grants to be administered pursuant to the STOP School Violence Act.

The Office of Community Oriented Policing Services will receive $53 million for grants to be administered pursuant to the STOP School Violence Act.
