SIA's Industry Advocate Award, formerly the SIA Statesman Award, is presented to individuals making an extraordinary contribution of professional time, leadership and resources to position SIA and its members to address public policies impacting the security industry.

SIA has named Lisa Shoemaker and Matthew Starr as as the 2023 recipients of the of the SIA Industry Advocate Award. Shoemaker and Starr were presented with the award on March 7, 2023, at SIA’s 2023 Security Leaders Forum in Washington, D.C.

Lisa Shoemaker, vice president of corporate relations at IDEMIA North America, has provided extensive guidance to SIA’s advocacy for responsible public policy on biometric technologies, connecting with stakeholders and engaging with state and federal lawmakers and agency officials in support of SIA policy objectives of ensuring effective and beneficial technology implementations. She has also provided key support for SIA’s political work to build productive relationships with lawmakers on Capitol Hill. Shoemaker hails originally from Mississippi. In her role, Shoemaker oversees IDEMIA North America’s government relations, communications, corporate social responsibility and international relations departments and serves as the chief spokesperson for IDEMIA's North America business.

Matthew Starr, director of government affairs, privacy policy at Motorola Solutions, is a dedicated member of the SIA Government Relations Committee and the SIA Data Privacy Advisory Board who has been heavily involved in SIA’s federal and state affairs work, providing expert analysis on key regulations and legislation on data privacy and keeping SIA and its members abreast of emerging policy developments with industrywide impact. Prior to joining Motorola Solutions, Starr gained experience in various technology policy roles, including a with a prominent Virginia law firm and technology trade association. He holds a J.D. from the Catholic University of America’s Columbus School of Law.
